Mr. Owen has extensive experience in all aspects of municipal, private and utility management and design. He has served numerous municipalities as a Planning Board, Zoning Board and Utility Authority Engineer.
His design projects include subdivision and site development, stormwater management, water and wastewater treatment and distribution, roadways, feasibility studies and GIS development and implementation.
